Sara,

We register separately each library to whom we lend books, and determine the separateness by the ship to address.  We rely on our in-house circulation system to send the overdue notices and the lost charges notice.  If necessary, I will send additional invoices.

We would consider blocking borrowing privileges to all libraries using a single symbol if there was a particularly egregious abuse or if we saw a pattern of disregard amongst libraries using that symbol.  However, we have never needed to implement such a step.

I have a question regarding large Regional Library Systems that order for
many small libraries using their own OCLC code for all the requests.

 

By allowing these libraries to use their OCLC code does the Regional Library
System assume any liability for lost or damaged material?  If the Regional
Library is the OCLC member  and LVIS member etc, it seems they are the ones
who have agreed to follow the guidelines set forth by OCLC, LVIS etc.

 

This question has come up because I need to bill a library that uses a large
regional provider to do their ordering. I'm sending the bill to the library
to which the book was shipped, but just wondered if there might be any
responsibility on the part of the Regional Library System.

When I have to bill a library for non-returned material, I block that
library's OCLC code in my records so I don't send more books to them until
the problem is cleared. In this case, if I do that, the entire region is
blocked. I can, and will, add a notation so that only that one library
within the system is blocked, but this has me wondering about the overall
responsibility of the Regional Libraries.
