[ILL-L] responsibility for lost book

I make ILL requests on behalf of about 30 member and affiliate libraries
in our countywide cooperative.  
 
Although the requests are processed centrally in an electronic way, the
requested items are shipped directly (hopefully!) to the individual SHIP
TO address of one specific member library.  At that point, we consider
the transaction to be between the lending library and the member
library.  The cooperative's central ILL office does not assume fiscal
responsibility but will certainly facilitate communication as necessary.
 
We use the member library's address as the BILL TO address in the OCLC
ILL request. If you, as a lender, need to send a bill, then the BILL TO
address is really all you need to pay attention to.  It's not necessary
to second-guess the fiscal setup of the regional system.  
 
It is indeed unfortunate that a lender might deny all of our OCLC
symbol's requests based on an outstanding bill to one member library.
But, our member library staff understand that potential.  I think it
encourages them to pay invoices quickly if they know it can impact our
entire cooperative.

	I have a question regarding large Regional Library Systems that
order for many small libraries using their own OCLC code for all the
requests.

	 

	By allowing these libraries to use their OCLC code does the
Regional Library System assume any liability for lost or damaged
material?  If the Regional Library is the OCLC member  and LVIS member
etc, it seems they are the ones who have agreed to follow the guidelines
set forth by OCLC, LVIS etc.

	 

	This question has come up because I need to bill a library that
uses a large regional provider to do their ordering. I'm sending the
bill to the library to which the book was shipped, but just wondered if
there might be any responsibility on the part of the Regional Library
System.

	When I have to bill a library for non-returned material, I block
that library's OCLC code in my records so I don't send more books to
them until the problem is cleared. In this case, if I do that, the
entire region is blocked. I can, and will, add a notation so that only
that one library within the system is blocked, but this has me wondering
about the overall responsibility of the Regional Libraries.
