[ILL-L] "Only update when requested" UPDATE!

The flip side of this are those libraries that say "we update to
received when you say shipped". While that gets us our IFM payment,
it makes the system useless for tracking. These libraries tend to be
ones that also never update to returned. I understand that they are
often a central borrower handling requests for many libraries, where
the loan is shipped directly to the end-user library, but it would be
preferable to institute a system in which those end-users could
either update WRS themselves, or notify the central borrower as to status.
