[ILL-L] Auto-Deflection MAXCOST Issue

Hi all,

>From the perspective of a net lender that doesn't auto-deflect based on
MAXCOST (we always Conditional), you'd be really surprised at the wide
variety of values that you'll find in this field on a daily basis.  I think
unless you have a really good reason for believing that someone is
intentionally trying to circumvent the deflection rules, you should simply
assume that the person on the other end of the request form might not be too
savvy in the ways of OCLC.
