[ILL-L] Auto-Deflection MAXCOST Issue

I would agree with this. I'm new the ILL field and still don't fully
understand all the fields on the request form, much less how to set up or
check for auto deflections.

I'm not so sure it's safe to assume that libraries with text messages in
their maxcost fields are actively attempting to circumvent auto-deflections.
It seems more likely to me that they just don't understand that 0 is a more
appropriate entry, and may not even be aware that the maxcost
auto-deflection exists. Just as often as I see text in the maxcost, I see no
entry whatsoever, which means the opposite (technically, this is permission
to charge anything).

I don't like to time-out if I can help it and prefer Conditionals to inform
about the policy. We're a EMST library, too- so we're talking about more
than 4 days if they entered us twice. The requesting customer would be
impacted more than the requesting library. The conditional slows the
request up as it is while sending the meta-message: "BUSTED!"

How about just letting those 'get around' requests just sit for the
4(four) working days, til they move on.... would that not slow down their
attempts at requesting auto deflected materials?
