[ILL-L] Auto-Deflection MAXCOST Issue

I'm not so sure it's safe to assume that libraries with text messages in
their maxcost fields are actively attempting to circumvent auto-deflections.
It seems more likely to me that they just don't understand that 0 is a more
appropriate entry, and may not even be aware that the maxcost
auto-deflection exists. Just as often as I see text in the maxcost, I see no
entry whatsoever, which means the opposite (technically, this is permission
to charge anything).
