[ILL-L] Auto-Deflection MAXCOST Issue

I don't like to time-out if I can help it and prefer Conditionals to
inform about the policy.     We're a EMST library, too- so we're talking
about more than 4 days if they entered us twice.  The requesting
customer would be impacted more than the requesting library.   The
conditional slows the request up as it is while sending the
meta-message:  "BUSTED!"

How about just letting those 'get around' requests just sit for the
4(four) working days, til they move on.... would that not slow down
their attempts at requesting auto deflected materials?
