I would say that charging for late, damaged, or lost materials would not
violate the LVIS agreement.  Perhaps I've assumed incorrectly, but I
thought LVIS participants commit only to not charging their initial
lending fees.  There's no reason for a borrower to expect a library that
was generous enough to lend material free of charge to waive charges
that arise from the borrower's error.

Several lenders have alerted me to the fact that I have sent out some
requests with an incorrect Ariel IP. 
 
Please note the correct IP for HF9 is 66.251.112.4
