[ILL-L] passing copyright fees onto the patron

To the libraries that pass on copyright charges to patrons, how do you 
resolve the issue of fairness to the patron when it is others who have 
built up the number of requests from a particular journal and gotten off 
scottfree because they just so happened to be the first of five?
