[ILL-L] ILL & Disaster Planning?

Hi, Clare and all:
In 2004, Florida was hit by several hurricanes. Jacksonville was only
brushed by some of the storms. The preparation in my area (then in the
old building in a room with a wall to ceiling plate glass window) and
the response to the storms in the region and on the listservs then got
me thinking about how we would deal with any disaster if it struck and
how we should deal with other libraries dealing with natural and
man-made disasters. So, I put together a plan and procedures and it was
okayed by the library administration. We've had occasions to test out
this plan for others and- fortunately so far- just have had to hope that
the procedures for dealing with our own disaster will work.
I mentioned this last week. I would really like to urge that there be
some statement about dealing with disasters included in the ILL Code. I
recognize that some will think it's implied in "A supplying library
should not suspend service to a requesting library without first
attempting to resolve the problem(s)." That's not enough. In a
disaster, it takes quite a while to get the mail service, phone, and
electronic communications restored. And it takes a while to get the
bureaucracy up and running again that supplies the checks to pay for the
ILL books that were checked out by the patrons and lost in the storm. It
can take a borrowing library a while to sort things out. When I first
brought disaster planning and response to this list, the feedback ranged
from "Of course, we would forgive the fees for a library going through
this." to " No excuses. They requested the book; they have to pay for
the book, no matter what. It's in the Code." Even with the publicity
and support for re-building libraries post-Katrina, I wonder how this
library would fare. We can plan til the cows come home but the response
of other libraries is something we can't forsee.
Jacksonville Public Library should be on your list of libraries willing
to lend material to others affected by emergencies/disasters, free
of charge -of course as we're an LVIS library. We've been doing than
all along. Clare, let me know if you want to see JPL's plan and
procedures.
