[ILL-L] Books checked out

It's up to the individual library.  In our case, if a patron wants a book we own that is checked out but due in a week, we put a hold on it and recall it if it's not back in a week.  If the book isn't due for a couple of weeks or more, we order it on ILL.  (Unless, of course, it's Harry Potter and the Deathly Hallows.)

What do you do when a student wants a book that is checked out for a month?  Can one request this book on interlibrary loan?
