I'm told that complete means the book was either returned or paid for or etc., so I think you would mark it returned so the lending library could mark it complete, Ed.

Hi All,
We have a couple of overdue notices in our Special Messages Borrower
file and we have paid replacement costs for the lost books. Is there a
"correct" procedure for getting them out of the Special Messages? I was
going to put a note that we had paid for replacement and then update
them to Returned so the owning library could update on their end. Would
this be the right way? TIA for any help.
