It would probably depend on the licensing agreement you have with
Dialog. You'll have to ask whoever is responsible for tracking that
information at your library. But--are you sure the requests are truly
for the abstracts & not intended to be for the dissertations
themselves, with the citations merely drawn from Diss Abstracts? The
abstracts for most US dissertations are very short (one or two
pages), unlike those of many European dissertations (often 25 pages
or more), and therefore not particularly useful for research purposes.
