[ILL-L] ILL Cost Study / ILL for outside users

Has anyone done a recent analysis on the average cost of borrowing books
and articles in ILL?  I'm about to embark on this myself and I would
assume this would entail examining expenditures (OCLC costs, CCC, IFM,
delivery/postage charges) as well as an analysis of average staff time
spent for a request.  
 
The analysis done by ARL came up with an average of $22 to borrow a book
- but that study was done 10 years ago.  Others have argued that, in the
last decade, this average should be lower now due to new technology
developed - resulting in reduced staff time.
 
Our need for a cost analysis has come about because of pressures on the
library to extend ILL privileges to individuals that are not affiliated
with the institution.  We need to come up with a fair amount to charge
them as a flat fee.  Have any of you run into this situation?  What do
you charge non-affiliated patrons?
