Where did you find that WCRS won't allow that for IFM transactions?
I had a case a few months back where I put someone in our string that I
thought was a free lender, but had changed their policies and charged us
anyway. We had it set to $0 IFM, and the charge they put on it still went
through.
We just paid it, since we could never get them to reply to our emails or
phone calls, but that's sort of besides my point.
So, where did you find that info?

If a borrowing library's MAXCOST is less than what you plan to charge,
you really shouldn't be filling the request at all, unless they've agreed
to raise their MC.
WCRS won't even allow it, for IFM transactions.
I agree, however, that conditioning a request, when the stated MAXCOST is
high enough already, is ridiculous.

While we're pet peeving, I've just had an instance of mine show up--a
request with an ifm maxcost greater than our charge, that still
includes a billing note to the effect that all charges must be
approved through a conditional before the borrower will agree to pay.
I've come to think that such requests to confirm charges are related
to a library's not checking policies before placing requests,
especially when I see free lenders listed after charging lenders in
the string. Please--if you set a maxcost other than 0, allow us to
assume that you will automatically approve charges up to that amount.
If you really want to approve all charges before borrowing, try the
free libraries first using a 0 maxcost, then set maxcost to "please
conditional all charges" when trying libraries that charge. At least
that way if a charging library takes the time to conditional the
cost, they'll have the sense that the extra work might result in a
loan. As it stands now, if there are free lenders after the charging
lenders in the string, the conditional for cost as often as not
results in a NO when the borrower decides to go on and try the free
lenders.
