[ILL-L] books with cds

We send the book with the CD when the media is included in the monograph.
We don't waste our time to know if they have requested the CD or not. If the
bibliographical record said the document have a CD, then we send it.

I have an interloan  grumble...

I just received a book  that did not have the cd with it.
Now, I am assuming my patron is expecting the cd to accompany the book.

Do you think a library should 'conditional' a request if they can fill
the book, but the cd is lacking?
