[ILL-L] Re: Not found as cited

I think that we all need to remember that the request goes to "Unfilled" 
only if the lending library uses "Not found as cited" as a reason for 
no, and not as a conditional. Since a conditional gives the borrowing 
library an opportunity to correct the citation, the reasoning behind 
having a "Not found as cited" reason for no go to unfilled is to give 
the borrowers an opportunity to fix the citation.

So, the onus is now on the lenders to _correctly_ use "Not found as 
cited" so as not to burden unnecessarily the borrowing libraries with a 
barrage of unfilleds that really should have been conditionals. I agree 
with whomever it was that stated earlier that "Not found as cited" 
should only be allowed as a conditional and not a reason for no, since 
it does require a response by the borrowing library to fix the citation.

As a lender, in addition to using "Not found as cited" only as a 
conditional, we also use "Lacks Copyright Compliance" only as a 
conditional as well, since it is something that the borrowing library 
can fix. We try to think of it this way: if the borrowing library can 
change something so that we can fill the request, we send a conditional. 
If the reason we're canceling is for something that cannot be changed, 
we cancel it and use reasons for no. Also, we try to be mindful of where 
we are in the lender string. If we're the last or only symbol in the 
string, then we're more likely to use a conditional if we need to 
provide more information than is conveyed using a reason for no.
