Let me add this complication to the Not Found as Cited issue:
Some libraries reply to requests for dates of newspapers on microfilm with "Not found as cited". Although I think this is an incorrect use of this reason for no, it is consistently used by some very large universities and will now cause these requests for loan to short circuit to unfilled.

I will second that, Fay. Even with a verified complete citation I have had
some libraries report Not Found as Cited, with a subsequent library filling
the request. Sometimes lending library staff is rushed or transpose
numbers; sometimes it's a matter of insufficient training (it's on
microfilm, not in with the bound issues). It happens.
When we receive a serial request here, if it is not where it is cited, we
will try it by date alone or by volume/issue alone. Usually that will
locate the desired article. If we don't find it at all, we use a
conditional message to alert the borrower that there may be a citation
error.
I would encourage libraries to use conditional. It will allow the borrower
to intervene and make a correction and/or send the request to the next
library.

I have mixed feelings about the reason, "Not found as cited," going to
Unfilled after the first time that reason is given. There have been times
that I am not able to give a complete citation and the first library may
reply not found as cited, but the second library finds it. Maybe it depends
on who (student or ILL person) is looking for the article, if the lending
library can take the extra time to look for the article, and if they have
resources that can verify the citation. Sometimes I've had lending
libraries, generally universities, who have gone the extra mile and replied
back on a conditional the correct citation. This is very much appreciated.
If it goes to Unfilled after the first not found as cited, and the patron
does not have any further information to correct the citation, the request
may stay unfilled. Sad. Or, I keep sending the request out until I find one
of those helpful libraries.

deflect requests based on the Borrowers MAXCOST, age of material and if
your institution is the last lender in the lender string (i.e. don't
deflect if I'm the last lender). Target date: November 2007
.....But I'm puzzled about the last "deflector". What's the advantage of
this enhancement?

WorldCat Resource Sharing Install Update Pre Install Announcement
This Sunday, October 7 WorldCat Resource Sharing will install the following
enhancements:
Users will be able to more accurately represent their reason for not
filling a request with a new reason for no within the drop down menu:
"Not licensed to fill." This explanation should be used when the
lending library owns the item but due to contractual obligations are
unable to fill the borrowing request (e.g. electronic resources).
Borrowers will be able to remedy incorrect citations and get
materials to their users more quickly with an improvement to how "Not
found as cited" is handled. When the reason for no is "Not found as
cited", the request will be immediately returned as Unfilled for the
borrower to correct the citation. It will no longer be routed to any
additional lenders.
Users will be able to print labels when individual requests are
processed as well as through batch functionality (Aug. 2007).
