[ILL-L] CHU - No Internet Service - Hold odyssey/ariel sending

The fiber optics cable in the county have been cut, and there is
currently no internet service to the area.

They are hoping it will be repaired by later today.  

Please hold all Odyssey and Ariel scanning.  We will send another
message either when it has been repaired or a late afternoon update,
whichever comes first.
