Thanks - yes it helps - but in this case the item is marked returned (so
we know what is going on - that it must be lost in the mail somewhere) -
so - do we go ahead and send an invoice at 4 months overdue, or hope
that the postal service eventually comes through and wait til the end of
the 6 month time period? Which would you all prefer as the borrowing
library - to go ahead and get it taken care of now, or to wait two more
months just incase it turns up? It seems to me rather unlikely after 4
months, but then again I don't put anything past the postal service
anymore...

Great timing on the question--today is Bill Day at my institution. :)
We generally wait 3-4 weeks after the due date and recall the book. 3-4
weeks after the recall we send a bill. We try to talk to the borrowing
library and find out what's going on, and can adjust this schedule if
needed.
