[ILL-L] ILL - To reply Policy Problem, or not?

A reminder that the Unfilled and Conditional responses used by OCLC and
other ILL systems are specified in the ISO ILL Protocol (ISO 10160 & 10161)
and are not subject to change by one ILL system vendor without affecting
system interoperability.

I think "Too new to lend" is excellent.  I'm not comfortable with Policy
Problem but it's what I use.  Maybe somebody from OCLC is watching?

We used to send conditionals in this situation, but too many libraries
didn't seem to read them.  Now we reply "Policy Problem" and let it go.  A
reason labeled 'Too new' would be nice, but I don't think it's going to
happen in OCLC.

I was wondering how everyone else replies to a request for a New item, that
will come off New status in a year, and would be available to circulate?
Our ILL policy, at BLP, says that we do not loan New items, so the logical
reply is Policy Problem.  I would like to see a new reason added to the
list, "Too New To Lend." This new reason, to me, would indicate that at a
later time a new request could be made on that item when it is no longer
New.

What do you folks think?
