We use 'lacking' as you do. We use not owned for items that OCLC says
we have but we don't actually own in our catalog or they have been
recenly withdrawn. We run a report on these every month and send them
to Cataloging so they can withdraw them from the holdings records.

Subject: [ILL-L] lacking or not owned?
I've been using 'lacking' for issues of articles we should have but
which are not on the shelf, and 'not owned' for issues of articles we're
not on record as owning, is this the general practice? Thanks, Ed.
