[ILL-L] lacking or not owned?

My understanding has been that 'lacking' is used for issues not held, missing, lost, etc, and 'not owned' is used to refer to the periodical title itself, as in this run or title has been discarded (but the OCLC catalog has not yet been updated to reflect that fact.

I've been using 'lacking' for issues of articles we should have but
which are not on the shelf, and 'not owned' for issues of articles we're
not on record as owning, is this the general practice? Thanks, Ed.
