One "Thou Shalt" :

If thou requestest and receiveth much from a given library, thou shalt
take a look at the given library's OCLC ILL policy.  Verily, I say unto
thee, thou may find many answers to thy questions- such as - Why won't
this library send me microfilm of their local paper?  Why won't they
send me genealogical books?  Yea- though Conditional messages doth be
irksome to some,  the issuing libraries may be sending them because
their OCLC ILL policies aren't being read and they drown'deth in
requests they cannot fill.  Be thou compassionate.

And a comment:

 We're a net and a free lender, though our borrowing made that 54% fill
rate jump last fiscal year and -should it continue at this rate- will
surpass lending in two years.  I fill in on both lending and borrowing
as needed so I get an overall view of the operation.  Our customers pay
any lending fees. I also see the symbols for same libraries asking us
for books, popping up in borrowing holdings records for books our
customers want to borrow. We don't borrow from these libraries because
they charge; for the most part, our customers are unwilling to pay $12
and up for the loan of a book. So, I see the unfairness of it.  If you
charge borrowing libraries for loans and have certain libraries that you
use frequently for loans for your customers, in the spirit of
thanksgiving, goodwill, and resource sharing, it would be wonderful  to
contact those intrepid and generous lenders and say-We know we borrow a
lot from you and thank you on behalf of our customers.  We would like to
reciprocate."  And then let them know how they can set up a reciprocal
arrangement between your institutions. I know- your institution may be
under heavy fiscal constraints or the reasons you charge may be to
discourage loan requests- or whatever- but still....

Ah- I can dream....

That is the problem. We have carefully chosen reciprocal relationships
that balance borrowing and lending. We balance both ways. One of our
major lenders, I swap in and out of lending (cells in DOcline) regularly
so that we do not borrow too much from them. Since ILL departments are
all funded differently, some are going to charge and some are not.

And make it unnecessary to charge!  If you charge $20 and they charge
$20, you break even...unless one of you borrows much much more than the
other.

I don't like being charged $20 from libraries we lend to for free
either, but then what's the alternative? Should a library that charges
$20 also not borrow from a library that charges only $5? We might end up
borrowing only from libraries that charge the same amount we do, which
would significantly limit ILL.
