[ILL-L] "In Library Use Only" - do you conditional first?

We're a government library that has patrons all over the state.  I absolutely want to be conditioned first as to whether or not an item must be used in the library.  That doesn't happen very often, but when it does, I want to know that ahead of time so I can check my patron's location.  I don't think it takes that much time to condition, and its a small courtesy to the borrowing library.
