And make it unnecessary to charge!  If you charge $20 and they charge
$20, you break even...unless one of you borrows much much more than the
other.

I don't like being charged $20 from libraries we lend to for free
either, but then what's the alternative? Should a library that charges
$20 also not borrow from a library that charges only $5? We might end up
borrowing only from libraries that charge the same amount we do, which
would significantly limit ILL.
