[ILL-L] "In Library Use Only" - do you conditional first?

We only accept a Library Use Only conditional when there are no other
lenders available if we think we might be able to get a circulating copy
from another library.  And we almost never lend library use only, when
we do it's because it is a material that is non-circulating here and the
borrowing library has contacted us to make special arrangements.

Just wondering what most ILL folks do on this topic.  If you're going to
lend for "in library use only" do you conditional first - or just send
with a "in library use only" instruction.

Are there a lot of libraries that do NOT accept 'in library use only'
loans?
