[ILL-L] "In Library Use Only" - do you conditional first?

I will always honor a lending library's restriction for in library use
only and impose it myself at times for items that appear fragile or for
a patron that tends to not return items on time. I also will impose
that restriction on microfilm or microfiche that libraries are nice
enough to lend. (My patrons can't read it outside the library so why
risk it getting lost?) I am just happy when libraries are willing to
lend their items so if they would prefer that the item not leave the
safety of my library I am happy to oblige. And, luckily, I haven't had
any complaints from my patrons about it either.

Just wondering what most ILL folks do on this topic. If you're going to
lend for "in library use only" do you conditional first - or just send
with a "in library use only" instruction.
Are there a lot of libraries that do NOT accept 'in library use only'
loans?
