I always conditional for library use only. Not knowing the situation 
at the borrowing institution, one can't assume that they can 
accommodate the requirement. There may also be reasons why the patron 
needs (or feels they need) to take the book out of the library, e.g., 
a faculty borrower who gets free photocopying in the department 
office, but not at the library. I've certainly had libraries refuse 
the condition, so clearly there are cases in which such a restriction 
is not acceptable.
