[ILL-L] Ten Commandments of ILL

Back in the age of the sabertoothed tiger when I first did ILL, the ILL
Code did have restrictions about new books and books on best sellers
lists.  But- going back to the of  reading the OCLC statements
commandment- we have it in our policy statement that we don't lend books
published in the current calendar year (to which I'll include books that
are yet to be published.- We started getting requests for 2008 books in
July.).  Kind of a moot point now what with our being able to deflect
requests now.  We don't ask to borrow new books either.  If a book
qualifies for Direct Request, we have it set up so that newly or
yet-to-be published books show up in our cancellation queue.  

I can understand the frustration expressed.  It's my understanding that
deflections "count" as no's.  I think that if it's in your stated policy
that you don't lend certain items, it shouldn't count against your
institution if borrowers don't read your policy and put your symbol in
the queue anyway.  I applaud those out there who have made lists of
lenders of AV, lenders of new books, etc. and made them available to
others to use for compiling custom holdings.  You're helping us out
while helping fill your customers' requests more efficiently.

I have always understood the restriction on new material to be a
lender's prerogative.  

I have read Virginia Boucher and am familiar with the National ILL code
and haven't recognized anything in those sources indicating it is a
borrower's obligation not to ask for new material.  

Could someone enlighten me on the source of this protocol?  We don't
borrow new material as a matter of internal policy, but I would like to
know if there is a protocol out there that makes it an expectation by
other libraries that we not do so.

Whatever happened to "Thou Shalt not Request popular items newer than 6
monthes"? Often half of our requests are for items published within the
past 6 Mo-1 year, best sellers and items that we have on order.

"Thou shalt not borrow from free libraries if you charge those same free

own pet peeves and that maybe we need a Ten Commandments of ILL;

Here are a few to get the ball rolling:

1.  Thou shalt not ship AV's in anything but a box.

2.  Thou shalt not update to shipped unless you have the item in hand (I
know, I know, some of you do this for a good reason, like branches ship
out ILL's directly, but maybe you could show them how to update, its
really
easy.)

3.  Thou shalt not reply "No-unspecified."

4.  Thou shalt not reply "No-Noncirculating" for COPY requests.

5.  Thou shalt not bill borowers for items lost in natural disasters.
