Beth,

If its too long to copy because it comprises a significant portion of the work, then checking with the requesting library via conditional to alert them would be helpful - they may not know what they are asking for, but also they may have covered the issue in their copyright compliance and you can go ahead with the copy.

If its too long to copy because your library has a limit on the number of pages you will copy, then the reason for no -  'policy problem' - would be more to the point, as long as you have your limits clearly stated in your policy file.

When I get non-circulating as a response to a copy request I always assume the potential lender made a mistake when picking out the reason for no, and very often go back to that lender with the same request.
