We've had the same issue with entering an IFM for lenders who charge and 
placing them at the end of a string, only to have free lenders at the 
beginning of the string charge us.
According to our regional provider, these charges can't be reversed, since 
having something in the IFM field creates a sort of agreement to pay. We 
had to eat the cost!
So, Leslie, you got lucky to get yours reversed! We just learned to take 
the extra staff time to make separate requests for free and non-free 
lenders.

I have found that this is not always the case.  In the past we had 
submitted requests listing our consortia partners and other free lenders 
first with lenders that charge as the last lenders.  We then entered our 
max cost to match the charge of the last lenders.  We then found that the 
first lenders filled the request, but then they charged us because 
something was in our max cost field.  We were able to get it straightened 
out without having to pay, but it was a hassle.  These cases are the 
exception, but they happen often enough due to staff turnover and changes 
in workflow that I'd rather have a library conditional us or enter a new 
request after exhausting free lenders.
