Karen,
I appreciate your thoughts. Our library has a default $0 max cost, to
avoid IFM 'accidents.' We try diligently to borrow from free libraries
first, but we know that we do sometimes have to pay. We are very
thankful of the time libraries take to make a loan conditional upon a
max cost.

Since we are a free lender for all borrowers (even private law firms), I
don't have a strong sense of how much time/energy is spent by a library
responding to a request as conditional. Do libraries that charge and
use the conditional feature if the charge exceeds max cost feel like
they are wasting a lot of time on the conditional response?

HMM....Cost deflection....
Great, another "improvement" that actually makes work harder...
I personally would *much* rather have a library CONDITIONAL if charges
exceed max cost. Oftentimes I am able to pay more than I list, but since
I always choose free libraries first, I don't always list my full max
cost.

As a lender, we ALWAYS conditional if it exceeds max cost.
