I believe the system looks at OCLC Accession Number and patron name.

I was just looking at a profile set-up, and there is the option 'If potential duplicate record' (send to OCLC review file). How does OCLC decide that the current order might be a duplicate - just the same title (so don't use for journal)? Thanks for any help, Ed.
