This is available on IEEE Xplore. You can also purchase single articles. (See http://www.ieee.org/web/publications/confproc/index.html ) Is your patron an IEEE member? If so, I think the subscription is part of the membership -- not sure.

WorldCat  and each record shows one holder.  We sent request to both
libraries but unfilled : DLC (print version - Not on shelf) and AZU
(Electronic version - Lacking)
