or why there are all these OCLC records with no holding
symbols attached

Colleagues-
Since we've had a number of inquiries to the listserv in the past few months
about why there are OCLC records with no library symbols attached, I
contacted Dennis Massie (formerly of RLIN but now at OCLC) for an
explanation to share with you. It seems it is a temporary phenomena and
resolving it is in the hands of the Library that created the record rather
than OCLC.
In the meantime, when you see one of the records, you can look for the
library that cataloged it to identify who owns it. You may want to go to
http://connexion.oclc.org/ and search there (I think an ILL authorization
and password will work) to look for the library symbol since you may not see
it in WorldCat.
Thanks to Dennis for the detailed explanation and letting us know that this
is temporary and that one-by-one RLIN libraries will display their symbol
on these unique records for our ILL community and its patrons.

Actually, I have an answer back from my database colleagues already.
As you might already suspect, such records as the one described below mostly
belong to libraries that have not yet had their records from the RLG Union
Catalog loaded into WorldCat. Saying when they'll be loaded is a bit
trickier to pin down, because the control lies with each record owner.
As you can imagine with a huge project like merging two of the world's
largest bibliographic utilities, loading RLG Union Catalog (RUC) records
into WorldCat was done in stages. An early stage was to load all the RUC
primary cluster records (every bibliographic record as created by the first
library that put that item into the RUC). In most cases, these primary
cluster records matched a master record that was already in WorldCat. And
those that matched already included holdings information. For items unique
to the RUC, however, a new master record was created in WorldCat with no
holdings attached. The holdings information would come when the libraries
with records attached to that primary cluster record had their RUC records
loaded into WorldCat.
That brings us to the next stage.
Libraries with records in the RUC had a choice of two methods for having
their records added to WorldCat.
1) Libraries could let RLG staff extract the records and send the data
to Ohio for loading into WorldCat (this work was completed by OCLC last
summer, so that all records loaded by this method are already in WorldCat,
with holdings set)
2) Libraries could choose to extract the records themselves from their
own local systems (with the idea that these versions would be more
up-to-date than what was in the RUC) and send those records to Ohio for
loading when they were ready.
Many of the libraries that chose the second option above have not yet
extracted the records and sent them for loading. When the records arrive at
OCLC headquarters in Ohio, they are given high priority in the loading
queue. Obviously, since OCLC has no control over when the records arrive,
it is impossible to predict when all such records will have holdings
attached in WorldCat.
I hope this helps explain why some records moved from the RUC to WorldCat do
not yet have holdings attached. This problem is not fun when encountered
but will hopefully be short-lived, as more and more libraries extract
records from their local system and send them to OCLC for loading.

This question continues to come up on the ILL listserv and I've gone to
http://www.oclc.org/services/cataloging/rlg/integration_status.htm but can't
tell from the project outline when the library symbol will be added to
records on WorldCat for this unique material. I'd heard about institutional
records where other records already exist, but these are unique records on
OCLC.
Can you tell me when we will see the holding symbol for the library that has
(or at least created a catalog record for) all this wonderful, unique
content?

There are no holdings for this book in OCLC. I also checked the National
Libraries of Poland and Germany, and this book is not listed in either of
their catalogs. I know some of you are much better than I at finding foreign
titles, and so I am asking for your help. I realize this book is very old,
but I still want give it a try. Any ideas would be much appreciated.
