The on-line Oxford English Dictionary (http://www.oed.com/) says:
b. Library Science and Bibliogr. Any non-serial publication; a work in one volume or in a finite number of volumes.
So, you could charge for The Sopranos but not for The Queen, eh?

The LVIS agreement only covers monographs (books) and photocopies. (See http://www.cyberdriveillinois.com/departments/library/who_we_are/OCLC/programs_and_services/lvis_description.html ) You can be an LVIS library and still charge for AV loans.
That is why Lloyd Peterson created his Free LVIS AV Custom holdings group. He wanted to make sure that anyone using his list would not be charged for AV loans.
I don't do AV ILL, so I don't have a Free AV Loan custom holdings group. Is there anyone out there with such a group? If so, I'd be more than happy to put it on the web along with my groups.

I agree. As I understand it, being a member of LVIS means you don't
charge other LVIS libraries for any loans or for copies up to 30 pages.
It doesn't mean that you have to loan everything--at least I hope not;
my library doesn't loan A/V materials--but that if you do loan, you
don't charge.
