[ILL-L] ILL costs, 50 page limit

I guess I was looking for an easy way to deal with a not-so-easy patron.
Last time he returned the book a month late. It sells for $500 used and
I don't have a lot of confidence in him. He paid the fines. Guess I'll
warn him in writing about abuse of borrowing rights, order it again and
hope for the best.

We don't have that custom.
We have one patron who has been using the same physics and engineering
titles for years. They are outside of our scope for collections. We just
keep getting them for him through ILL.
What's the probelm with that? As long as he follows all ILL rules, I
think it's great. In fact, this particular patron is good for our
statistics becuase he is experienced and is meticulous in following
rules. We try not to borrow the book from the same institutions again
and again.

How the custom of not ordering something for a patron more than
twice. I've looked all through Hilyer and can't find anything that
addresses a limit to the number of times to borrow the same item for the
patron. My patron wants a book for a third time that is not available
for purchase nor is it something we would buy for our collection. This
doesn't fall inside any of our policies.

Speaking of ILL costs, does anyone know where the 50 page
"limit" for copies originated? Maybe I read too fast but I have not been
able to find it in copyright law, policy, or ALA guidelines.
