[ILL-L] ILL costs, 50 page limit

I think the 50 page "limit" is an individual library policy.  Some time ago that limit was placed on photocopy requests we received, but I changed that policy.  My reasoning:
 
Most article requests we recieve aren't more than 50 pages.  A chapter in a book may be more than 50 pages, but we don't get that many requests for chapters and what we do receive, are usually less than 50 pages.
 
Occasionally we received requests that were a few more pages than 50, and we copied them anyway (we're a no-charge library and are LVIS members).  If it was a lot more than 50 pages, our photocopy staff reduced the text so that two pages fit one 8 1/2 x 11 sheet of paper, if possible (no more than 85% reduction).
 
If we have a patron that wants an article, and it is more than 50 pages, we don't turn the request away and will interlibrary loan the article.  So, I adopted the "if you want to borrow, you should also lend (in this case if we wanted an article that was more than 50 pages, we should also provide). 
 
Most libraries have in place a limit of a certain number of pages copied for free, and then chargin if its past that limit...that's perfectly acceptable.

Speaking of ILL costs, does anyone know where the 50 page “limit” for copies originated? Maybe I read too fast but I have not been able to find it in copyright law, policy, or ALA guidelines.
