We use $0 and the description, "Library book, to be returned."

For libraries that loan materials overseas:

What do you write as the value of the contents on the U.S.P.S. 
Customs Declaration form?

Do you write $0 because it is a loan to be returned?
Do you write your standard replacement charge for materials?
Do you write the amount of the fee you charge to loan internationally?
Other?
