Personally I write the exact value of the item plus a bit more for
processing. If it is to be insured, it must have a value.

For libraries that loan materials overseas:
What do you write as the value of the contents on the U.S.P.S.
Customs Declaration form?
Do you write $0 because it is a loan to be returned?
Do you write your standard replacement charge for materials?
Do you write the amount of the fee you charge to loan internationally?
Other?
