At UBY we have an active purchase on demand service for Faculty only.  I
purchase all music scores rather than borrow, plus any and all items not
available for ILL for any reason (too new, no holders, etc).  I have 2
accounts that I manage.  One for 'grey literature', reports and such
which I purchase to give outright to the patron.  

The second is a monograph account with a set budget.  With this I order
items that will go into our collection. Items must be for scholarly
research or curriculum support (no leisure reading or such)and cost
under $80.  I use our existing Acquisitions process for RUSH order and
processing with 1st choice for ordering going to Yankee for shelf ready.
Items come from Acquisitions already checked out to the patorn directly
to our Faculty Document Delivery unit for delivery to the patron's
department office.  I notify the relevant subject librarian of the
purchase as a courtesy so that he knows what is coming into his
collection and has a heads-up on subjects of interest to Faculty.  I
also do a semester's end report of all items added to our collection
though ILL Expedited Purchase that goes out to all subject selectors in
January, June, and September.

My best advice is to use existing processes rather than creating
parallel ones AND keep your Collection Development people in the loop so
as not to step on toes.
