[ILL-L] EMST libraries?

There's nowhere in the policies directory that a library can easily enter their EMST preferences.  Some libraries have creatively put that in the notes and even in their policy names, but I suspect it is not a good to assume that they're not EMST unless they say so.  I believe Sue Gagnon checks her list (now on the ShareILL Wiki) directly with the libraries periodically, and invites new libraries to add their names, so I suspect this is a more reliable source.

I'm going through the list of enter-my-symbol-twice libraries, EMST, and many of them don't say EMST anywhere in their OCLC policy directory, so I'm going to assume they are no longer EMST. Any reasons for this change? Thanks, Ed.
