[ILL-L] LVIS deflection Groups

Hi all,
   I recently sent a request to WIW for a book.  They are listed as an 
LVIS library in their profile, however I got it back unfilled with 
deflection reason Auto-Deflection: profiled group.  I checked their 
record and saw that they deflect LVIS libraries as a group and only loan 
to groups WCSU , MULS , NTWK.  
To me it doesn't seem that they should be an LVIS library since they are 
refusing to loan to other LVIS libraries throughout the country.  Does 
anyone have any thoughts on this?
