Patrick, you CAN loan from an eJournal and to request from libraries
holding the electronic copy only.  

Vendors generally want lenders to print out a hard copy, then scan the
hard copy, and then send the scan electronically or just mail the hard
copy.  This is so labor intensive that many libraries just say NO so as
not to run into turn-around-time trouble. More and more, though, we are
able to put language into our license agreements [especially with large
suppliers such as Emerald, Wiley,etc] stating permission to "supply to
an authorized user by means of the prevailing technology for the purpose
of research or private study as in accordance with the Interlibrary Loan
provisions of section 108 of the U.S. Copyright Law."".  

You, as lender, need to know what is permitted by your vendors.  If you
request an article, the lending library should fill based on its own
license language.
