Depends on your circulation policies.  We always loan new books 
(unless they're checked out, of course :)).  I have a special custom 
holding just for new books, since I simply don't have time to go 
through everyone's policy in the PD to see if they loan current 
publications.  It's often the case that public libraries can't loan 
current imprints, but not so much so for academic libraries.  But 
there is no hard and fast ILL rule that says you can't request new 
books.  Least, not that I know of!
