Actually, in practice it sometimes helps to mark all articles requested
from journals from the last five years as CCG even if, as we do, you are
requesting from CCC or a vendor that pays the copyright fee.   Most ILL
management systems count articles marked CCG for their ILL Status
reports.   You only need to know if you've reached 5 requests in order
to know when to pay copyright fees  but may libraries want to know how
many total recent articles have been requested from a given journal.  
Requesting 5 articles is significant but if you have requested 20 recent
articles from one journal it may be time to get a subscription.

I mark CCL & CCG to show the lender that I am taking notice of
copyright restrictions. 

At the end of the year, I look at my requests and go through all the
CCG articles and determine which ones qualify for paying copyright. If I
own the journal but not the particular issue or got it for tipping in, I
don't pay copyright. If I haven't requested 5 per title or multiple
articles per issue, I take it off the copyright fee list.

As far as I am concerned marking CCL & CCG on the request show good
faith to the lender and serve as markers for the final determination of
copyright fees. Maybe I shouldn't do it this way, but I can't see
sitting down and worrying about every article's copyright fee before I
actually get it. After all, if no one ever supplies the article, I won't
have to pay the copyright fee.
