[ILL-L] copyright clarification from new ILL-er

I think the "Rule of  5" only pertains to the borrower, not the lender.  
(After 5 the borrower must seek/pay copyright permission.) 
If the lender feels that too large a portion of a single journal issue 
is being requested by an individual they may refuse to fill the 
request.  It's my understanding that since journals vary in length and 
content, there is no hard and fast rule to follow.  Please correct me if 
I'm wrong, I don't want to misinform.
