Our Circulation Supervisor returned from a Postal Rate Changes Training with the following information.

"Anything that is "non-machinable" =an additional 17-cent surcharge.  Non-machinable= staples, clasps, polybagged or bubble-wrapped envelope, no folds perpendicular to the address, not within letter or flat measurements, any envelope weighing more than 3.5 ounces."

As it was explained to me, any books sent back in the envelopes we all use (and if you are Westminster, you have two large boxes of new bubble envelopes to contribute to the ILL system over the next year sitting under your work table) will be charged an additional .17 cents. Only boxes will escape the surcharge.

So I am wondering if anyone can confirm or deny this, and if any libraries are going to change how they package as a result?
